London emerges as the most consistently competitive city overall in new global city competitiveness index. Yet, the UK capital ranks last among peer cities for policy competitiveness, raising concerns that policy inertia could erode its tourism and growth advantages.
London, 15 June 2026 – London has emerged as the world’s most consistently competitive global city in a new landmark report by New West End Company, ranking in the top five for innovation, tourism and investment appeal, and sharing the top spot with Paris as the world’s leading cultural destination. But the analysis warns that London’s global edge is under threat, with the capital ranking last among twelve international competitors (including New York, Dubai and Tokyo) for its policy environment and at a time when rival destinations are intensifying competition for global talent and spending.
While the capital remains third globally for tourism and hospitality, the report suggests that this top three position could be at risk. Competition from cities such as New York and Dubai* is intensifying, with consumer research showing both destinations are attracting growing numbers of international visitors who might otherwise choose London. Combined with a policy environment ranked last among twelve international competitor cities, the following factors risk undermining London’s attractiveness as a global destination:
As one of the world’s most recognised commercial, cultural and tourism districts, the West End provides the clearest opportunity to demonstrate how targeted policy changes can improve the visitor experience, unlock growth and help secure London’s place among the world’s leading tourism destinations. The report offers practical, evidence-led recommendations and also identifies key policy interventions that could unlock transformative growth for the city and the national economy.
